The Especs evaluation training is based on some 20 modules, and a cluster of modules can be delivered as a stand-alone course. A summary of each module is also available, meant for those who do not have the time to do the module in full, or those who already have much experience in the module-subject concerned. Together, these modules/courses form an exhaustive post-graduate training in evaluation methodology and best-practice.

Many elements of the modules/courses can be followed through the Web, allowing participants to learn and participate from any place in the world where they are residing.

Although Especs will ultimately co-ordinate the course-design, many courses will be given in co-operation with, and with inputs from, other organisations availing over special expertise in the subject concerned.

For all courses 3 case-studies will be used so that participants do not need to learn new cases time and again. Through these case-studies we will not only address the technical problems, but we will include also various other social, cultural or political problems that are encountered in the actual practice of carrying out an evaluation. All courses and all modules are practice-oriented, including examples, pitfalls to be avoided, and solutions that may help. Furthermore, participants are asked to do exercises, solve problems and suggest solutions for defined problems in order to formally complete a course.

Although practical in orientation, attention also will be given to some rather fundamental issues notably relating to relevance, perception and the possibilities and impossibilities of participation in the evaluation process by various types of stakeholders that may wish to do so.
