The Especs evaluation training-modules target the principals and, notably, the evaluators. We include the design and supervision activities of the principals, i.e. those who commission evaluations.

Evaluators and consultants will benefit from the course, firstly, because the course exposes them to up-to-date and state-of-the-art evaluation tools and sound evaluation methodology. Secondly, Especs will actively maintain and expand the network of colleagues and contacts they have made during the course.

It is important to enhance the understanding;

• prior to an evaluation assignment, i.e. when drawing up or commenting on proper Terms of Reference (ToR),
• during evaluation assignments, to be more aware of the room to manoeuvre, while still achieving the desired results, and
• after an evaluation assignment is concluded, to ensure strong ownership of all involved of the various allowed uses and implications of the evaluation findings.
