Modules that have been developed or are in the process of being completed are:

1. Basics of evaluation: overview of purposes, concepts, approaches, methods, models, the issue of attribution and impact, on relevance, reliability, validity, triangulation, and comparability, and summative vs. formative and project, programme or policy analyses foci.

2. Problem analysis and translation to Terms of Reference or similar operational documents that determine the type of evaluation

3. How to deal with sampling issues in a practical manner, and training and control for data-collection

4. Qualitative methods, and interview and survey skills

5. Self-evaluation, participatory M&E and evaluator facilitation skills

6. Quantitative methods and use and limitations of Statistics

7. Desk-studies, using available data, relevance of monitoring trends

8. Evaluating quality, Value-for-Money, effectiveness and efficiency of implementation and the limitations and uses of performance assessments

9. Policy, Programme & Impact-evaluations; Institutional, Incidence and Social Analyses, poverty reduction strategies and sector-wide approaches, and the difficulties of sustainability and impact assessments also in relation to the Millenium Development Goals.

10. Expertise required, content, area, method-based skills, rates & conditions

11. Data-collection and processing and indicator-identification and analysis

12. Reporting, presentation and communication skills

13. Organisation, logistics and planning of evaluation exercises

14. Co-ordinating evaluations in practice, role stakeholders and others, institutional development analyses, organisational responsibilities

15. The short-mission and its specific characteristics and demands

16. Follow-up, intra-organisational, in particular utilisation-focused evaluation, lessons-learned, how to arrive at best-practices, and extra-organisational on the organisation?s role, performance and sustainability

17. Writing a proposal for an evaluation

18. Possibilities and limitations of new technology; database management, communication and presentation technology

19. Use and relevance of photos, audio and video in evaluations

20. Evaluation design: bringing it all together
