Especs was originally established as a specialised unit within the Management for Develoment Foundation, Training & Consultancy organisation established in Ede. Especs is now an independent organisation, but we still maintain close relations with MDF T&C and the "International Learning Centre for Development Practitioners" established in Ede, The Netherlands (see photo). The affiliation between Especs and MDF is especially relevant as MDF expertise on training, capacity building and management is globally applied and considered to be of considerable relevance to many (developmental) policies and programmes. This allows us to arrive at meaningful lessons-learned and follow-through with practical feed-back suggestions into the operations of the organisation or programme we evaluated. Our affiliation also holds for the MDF regional offices in Sri Lanka and Tanzania; for more information on MDF see www.mdf.nl

E-FIRE, the European Foundation for the Integration of Research and Evaluation, was established in 2003 in the Netherlands, and operates through a network of local organisations and experts in south-America, Africa and Asia. Especs is affiliated with E-FIRE to capitalize on the network of local expertise available. E-FIRE aims to enhance the use of local knowledge and expertise especially in donor agency/country initiated monitoring and evaluation exercises on the one hand and to integrate research programmes of Universities of Europe and Research centres in developing countries on the other hand. E-FIRE provides ToR formulation, coordination, facilitation, report-editing, communication, quality-control and peer-review services to ensure that concerns, priorities and policies of the donor country/agency are included in monitoring or evaluation exercise while, as much as possible, local expertise is mobilised. On a longer term, E-FIRE aims to strengthen the local capacity for evaluation and research, to stimulate Country-led Evaluations. In addition Especs co-operates closely with various other organisations that have specific evaluation, sector or regional expertise, ranging from information management and communication technology, to personal skills training, innovative participatory approaches to implementation and evaluation, and knowledge in specific areas of evaluation methodology
