The NMCP makes available pensioned Dutch managers to companies in developing countries. At the time of the (first) evaluation the programme was active in forty countries. The evaluation should also recommend on issues related to future expansion of the project. The evaluation was implemented by a multi-national team of evaluators. In addition to research in the Head Office some 90 companies were visited in six countries in Asia, Africa and Latin-America. This evaluation was repeated in 1996.

The findings of the 1991 evaluation were very positive. It was shown that NMCP fulfilled an important role in easing problems in many companies abroad and/or facilitated innovations. The findings of the 1996 evaluation also were positive. However, the evaluation concluded that NMCP had been growing at a very high pace. It was recommended to slow down this growth and consolidate first. Although the management of NMCP at first disagreed with this recommendation, it became convinced afterwards. In subsequent reports it was mentioned that this period of consolidation had been experienced as very useful.
