This project started as an Integrated Rural Development Project aimed at improving the standard of living of the population of the Rio Grande Valley. The evaluation was executed by a team comprising two MDF staff, two Jamaican specialists and a resource person from the Dutch embassy in Costa Rica.
During the evaluation it appeared that the project management had a completely different perception of priorities to be set than some major stakeholders, notably the financing organisation while also their assessment of past activities differed in many respects considerably from the provisional conclusions of the evaluation mission. The project management was offered an Annex in the final evaluation report, in order to explain their (different) conclusions. The the evaluation mission recommended to close the project in a phased manner more or less in line with existing financing possibilities.
