The IPTA/OE programme is designed to stimulate commercial growth in countries in Eastern and Central Europe with emphasis on small and medium sized enterprises. At the time of the evaluation the programme was active in nineteen countries.

The evaluation was implemented by a team of two persons. In addition to a desk-study in the office of the implementing organisation, companies were visited in the Netherlands, the Czech Republic, Hungary and Poland. The main lines of the approach of a similar evaluation for developing countries (1993) were also followed here. However, there were many differences. The main bottleneck at the time of the evaluation proved the legal and institutional uncertainties and frequent changes in legislation or the interpretation of existing rules
