When a new Government was established in Oman in 1973, an urgent need was felt to promote development. For that reason a great number of data were required. One of the important information needs concerned main demographic data of Oman, including the many refugees from Zanzibar (total inhabitants, age distribution, etc.). Because of political problems in Southern Oman, the investigations were restricted to Northern and Central Oman.

The survey aiming at estimating the number of inhabitants was based on a stratified sample derives from Landsat photographs and extensively checked through field visits to random places all over Central and Northern Oman and were corrected for nomads. The findings on the total population and its distribution then were used for many other planning purposes ranging from primary school planning to estimations on future water requirements
