The Netherlands ranks second as European investors in China (after Germany). These investments are promoted, so it is hoped, by the ORET programme (Export transactions with developmental relevance) and included China since the eighties. The relevance and effectiveness of this Programme is now being evaluated in the framework of a Country Led Evaluation involving the IOB from the Netherlands and LTTS from China. The workshop aimed to further complete the Terms of Reference for this evaluation and was facilitated by Henk L van Loo from Especs.
