In the framework of the policy to increase result oriented planning by all Dutch Ministries (VBTB), the Ministry of Foreign Affairs invited its embassies to adapt its annual plan practices. The Royal Netherlands? Embassy in Madrid invited Henk L van Loo to assist with this process that was completed with considerable success (autumn 2000). The following year this effort was continued in a workshop also in Madrid involving senior key staff of the larger Dutch embassies in Europe and elsewhere. This workshop took place from 10 to 12 september 2001 (and was overshadowed by the events in New York on 11/9).
